What is an Item Upgrader in Pokemon Go?

Costs

Upgrades come with a few associated costs. The most significant cost is the upgrade itself. It can be costly and is contingent on the new ilvl of the item and the number perks it gains. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.

The second is the cost of the materials needed to upgrade. These items are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these materials required is available in the inventory of an upgrade vendor.

The process of upgrading an item is a complex process that requires time. Depending on the size of the upgrade, it could take up to 8 hours. The stats that are the base of the upgraded item are calculated based upon its new ilvl and other characteristics. This calculation determines the updated Armor Class bonus, damage dice, and other important stats. In certain cases an upgrade may grant additional benefits. These perks are listed on a table.

In rare instances, the upgrade will replace only the most expensive bonuses. Sometimes, the upgrader may make other changes to an item upgrading, like changing its weapon damage type or removing or adding an unwieldy or operational property. These changes are based on an item's ilvl. They may also require special materials, for instance adamantine.

Success Rate

Upgrades to items are based on an opportunity, and like every random system, there's an opportunity that the upgrade will fail. However there are a few factors that can increase the chances of success. This includes using an item called an Upgrade Pity, or the addition of additional items to the upgrade.

The Upgrade Pity is available from the NPC for smithing in Lost Ark. It increases the odds of the upgrade being successful by an amount. It is similar to the luck bonus certain items offer however it is more stable. It can be added to any armor or weapon, and can be used up to three times.

It is also possible to add a variety of additional elements to the upgrade, increasing its chances of success. These are shown in a window above the + button. There are however limitations to this, and the highest amount of material that can be added is shown directly above the + button in the UI.

Another way to increase the odds of an upgrade succeeding is by using the item known as the Blacksmith Blessing or an upgraded version of it. This item is useful when your piece of equipment or weapon is near or has reached the top level of its level.
